Is Guest Relations inside the park?

This may seem like a dumb question, but if I want to buy a DVC discounted annual pass at the park, I have to go to Guest Relations. (I won't have a voucher , which I know you can exchange at the ticket booth). Is Guest Relations outside of the Park or inside?

Should be both....I have used the outside Guest Relations at MK (and used the inside) and AK, so I assume the other two have the same. At MK it is to the right of the turnstyles and at AK it is to the left.
