Is express pass the same as fast-pass?

I just read on another link that USF offers Express Pass for some of the rides, and that you are only able to get one at a time. Is this similar to the Fast-pass system in WDW?
Are they available at all rides, and if not, which rides offer them?

Actually it is better in the respect that you get a choice of 2 return times.
 
Method 1: Yes, it works similarly to Disney's Fast Pass, machines and all.

Method 2: Purchase a booklet (these do sell out early in the morning during busy times). This is good for one use of the express line for each participating ride without using the machines or worrying about the machines' being "sold out". Not sure whether you just have the inside of the booklet scanned, or tear off little pieces. Cost is about $35. for each park for each day during peak periods.

Method 3: On site hotel guests have unlimited use of the express lines using their room key cards without having to fetch passes from the machines.

Not sure which rides use it.
