Is Biergarten the only buffet where drinks are not included?

Well, I am very confused by this. We were there in Dec. and we all had the buffet and we all had drinks that were included in our price. I think they are talking about Alcoholic drinks (Beer, Wine and the like).

I don't recall being charged for nonalcoholic drinks.
