is a polysteryene car seat OK?

We are flying to Orlando shortly and I thought I would take my DS own polysteryene booster seat. Does this meet US car seat regulations? My DS is a long 4yo and the rental seats are so bad that I thought this would be the best option, never mind the cost of renting one!
So does this type of lightweight car seat count as a proper child seat? You just use the car belt to strap the child in.
 
as long as the child is 4, then a booster style seat is fine; under 4's need one with integral straps.
 
We took polystyrene seats for our 2 DDs when they were younger. It was also better in that they were more familiar so they fell asleep in them quicker - after we'd been out for a long day!

We just packaged them up and checked them in seperately.
