Is 17 year old an adult at the All Stars?

My son is planning a late July trip to WDW with some friends ages 20, 19 and 17. I made the reservation and gave the ages but they were charged an extra $10/night for a third adult. They didn't do this on our family trip for the same 17 year old. Is this right or should I ask for the $10/night charge to be removed? Money is very tight for them. Thanks
 
I would ask to have it removed. A 17-year-old is not supposed to be charged the extra adult fee.
 
My understanding is age 13-17 is called "Junior". I do not get charged extra for my dd.
