There are also internships not based in the parks that generally don't have prior Disney experience requirements. It's mainly the park PIs that want it.
Go to DisneyCareers.com, then to openings, then under "Job Posting Category" choose "Associates/Internships" and search. Those are all the current internships offered by Disney and you can see which look interesting or that you're qualified for.
Well two years ago I did an internship with the Walt Disney Studios, and I was never in the college program. Neither were any of the other interns I knew.
The opportunities offered through the Disney Professional Internship Program, operated by Walt Disney Parks and Resorts, does give preference to those who have previously completed the Disney College Program or who otherwise have previous work experience with our organization.
All of the Disney Professional Internships Program opportunities are very competetive, and while there are some Participants who have received invitations to participate without previously doing a DCP or related experience, they are few in number.
On the other hand, as shown spbink, there are internships that are offered by other segments of The Walt Disney Company and Affiliated Companies that are not affiliated with either Walt Disney Parks and Resorts nor with the the Disney Professional Internship Program. In those cases, they generally give no additional preference to previous DCP experiences, other than in that the Participant may have to fill out some rehire paperwork.
The answer to your question simply is yes. You do have a shot at getting an internship.
There are non-alumni only internships you can apply for. One of my managers was doing a Professional Internship and she never did a college program. She got in because of experience. So you have a much higher chance if you have experience or are just a really good candidate in other ways.
I met several people who got PIs who didn't do a CP.
If I were you I'd at least apply. It can't hurt. Good luck!

I was rejected from two PI's and would have had an MS and a BS upon arrival in addition to some work experience. I think having a CP or two under your belt would be beneficial
