I have read that there is a guest relations counter at the IG, can they issue a GAC? We usually start our days in the MK and obtain a GAC for DS there, but our next few trips we are staying at the YC and starting our trip by entering Epcot through the IG. I would love it if I didn't have to trek all the way to the front of the park for a GAC.

Yes, you can.
There are several ticket booths there and, if you just glance, they all look pretty much the sme. One has a sign above that says "Guest Relations" .
You can discuss a GAC with the CMs staffing that booth.
