I am a digital scrapper, have been scrapping for over 5 years now just on the computer. I started out as a apaper scrapper- but that was so time consumer, messy, and more expensive.
Are you going to be creating your own layouts, or are you going to be wanting to upload pics online to a book site like Shutterfly?
If you are interested in digital scrapping, here are the basics. To create your own pages, you need a photo editing program. Most scrappers use either Photoshop or Photoshop Elements, I recommend ACDSee Photo Editor for beginners. It is similar to PSE, but I find it to be easier to use. It also is less expensive.
The you need to get digital kits. There are so many places to get freebies. You can just google for them. I am on a CT for oscraps.com and there are always plenty of freebies being given away there. Even if you purchase kits, you are getting your money's worth since you can use the pieces and parts over and over again.
Then you need to open the papers and elements and photos in your editing program. Then just move them around, resize/recolor/etc. Add some journaling and viola!
I tend to share my LO's online, but I have also had books printed at Shutterfly and Artscow.com. I also resize them down to 8x8 and print individual pages on my photo printer.
