Installing Edgers around Garden and Sand

Why do you have to lay paver sand into the trench before you put in the stones? Thanks.

I think its for drainage. We had exstensive landscaping done in our yard and had a truck load of sand delivered. When I questioned either the landscaper or my dh why we need all that, they always just said its for drainage and left it at that. I didn't question further, because they all sounded matter of factly about it and like it was something everyone knows.(except me, LOL)...
