infant or 2yo??

is there any difference between choosing infant or 2yo when making my ADRs?
my dd will be 23mo when we travel

I never knew that there was a distinction between the under-3 guests. If this is the online system, the only thing I can think of is that they'll use it to determine whether or not they'll budget a high chair (yes for infant, no for 2-year-old), perhaps?
