Individual lightning lane questions

I have a few pretty straight forward questions about individual lightning lanes. First, when can you purchase these? Do you have to be scanned into the park to purchase?
Secondly, does your whole party have to be scanned in to purchase for the whole party?
Third, how quickly do they tend to sell out?
Lastly, can you purchase both individual lightning ones when you scan into either park? For example if we are in DL park can we purchase an individual lightning lane for RSR if we have a park hopper?

NOT VERY FAST-you can look at the Disneyland app to track if you want. ROTR is available for minutes from now, right now.

Yes, each person in your party must be scanned into the park in order to purchase the individual LL (only offered for RSR and Rise).

You can purchase an ILL for the other park, but realize that it has a return time attached to it. If your return time is before 11 am (when park hopping begins), then you should wait before purchasing.

As far as how often they sell out, Thrill Data has some decent info. Bottom line is that, other than on rare occasions, they are available most of the day.

On a side note, RSR has a great single rider line. If you do ILL and then want to go on again, consider riding as a single rider.
