Definitely include the babies!!! Always. No matter how old. That comes directly from the horses mouth...they want a count of every human being no matter how small.
yup...we are taking a 20 month old and a 24 month old and even though they aren't on the dining plan, we were told we must include them...it's not an eating thing but a fire code thing, apparently

Think about it this way... if you book for 4, they are giving you a table for 4. Where would the 2 highchairs go?
Everyone in the party, no matter the age, must be included in reservations. If you do not include all members, Disney could treat it as a walk in for the new number OR could deny seating for anyone extra. They have a maximum occupancy that they can have, both for fire codes and also for what tables are available.
I made this mistake and then had to correct it. We are traveling with our 15 month old nephew and when i made the reservations for some of the restaurants that are more difficult to get into (Le Cellier) we had to change it to make sure it included him. I was told it is for Fire Code. I'm glad I was still able to get in there even after making the change we are a large party and all wanted to eat there.
