Do you think I could mail the filled out sheet to WDW and they would send me back the cards? I'm not going to be there at the deadline so I was wondering if I could mail them.

very inventive but no I do not think they would you must present a entrance ticket to turn in quests.

Mal is correct. You must present your entrance ticket for them to scan before they will give you any quest cards. Therefore, you must be there in person.
