If you arrive at a park with tiering in the late morning and are only offered two FP selections (with no top tier choice), consider not making them at that time - just say no thanks and walk away with no FPs.
If you accept the assignment for only two FPs without a top tier choice, you will not be able to get a top tier choice for the rest of that day -- even though some are sure to become available later. While there is no guarantee that a top tier will open up at the moment you are standing at a kiosk, you'll only have a chance to get a top tier if you have no FPs.
If you're offered any top tier choice, take it. You can go back later and change it to something else as other choices become available. Just don't accept an option without a top tier! This is one complicated system.
