Will I be able to withdraw(not transfer) money from that account without question?

I want to start selling on ebay and wish to know if there is a "holding" period required by paypal.

When you get your PayPal account opened and verified, then simply apply for the PayPal debit card. It works like any bank debit card, so you can make withdrawals from your PayPal account at a bank or an ATM.

Right through PayPal... Get your account set up and verified first, then there are hyperlinks throughout the site to apply for the debit card.
