When someone says their "use year" is October, does that mean that they will only rent points for stays until October of this year?

The year for them starts October 1st. Depending how they have used the points they may have some banked from a previous year and can not use until the new year starts (Oct 1) or they are getting the new allotment at that time. They need to decide by the end of the 7th month what they will be doing and either book or bank them.
