Every night. The show starts when the park technically closes. If Epcot closes at 9:00, the dhow will go from 9:00-9:15.

Does this happen every night? At 9pm?

It's 9pm everynight except during the Holidays when it starts at 9:30pm so it doesn't coinside with the candle light processional.
