Both if you rent a water mouse. Seven Seas Lagoon is right by the Magic Kingdom.

The hours of course are subject to change but WL offers water craft rentals from 10am to 6pm (which include the watermice, canopy boats, pontoons and sailboats.)

Dont know the hours but you do have access to both. Better to rent at WL in fact in my mind.

Hey as along as we get to drive the boats in see the castle while driving...we are truly happy.
