if you are DVC member can you book more than one room at at time

i.e. one for myself DH and kids and one for my parents? Also if I buy 200 points can I borrow this year from next year already?

You can book as many rooms as you have points for.

You can borrow as soon as you close....sometimes, if you are buying from Disney, they can be flexible about that.
