As noted, everyone has to have the dining plan. But you can get a lower plan and use all the credits yourself or work out some type of trade off system is she wants to use part but not all. It sounds like you're not sure if she's going, the plan must be added and paid for by 2 days out.
The OP could have meant "DDP" to be either Disney's Dining Plan or the Deluxe Dining Plan (On the Restaurant Board, they use DxDP for the Deluxe Dining Plan to avoid the confusion).
My guess is that Dean interpreted the OP's "DDP" to mean the Deluxe Dining Plan. So he suggested that they might get the standard DP and just figure out a way to use the "extra" Mom credits when the Mom wasn't there.
Carol is partly correct. My reference was that you could get a lower plan than than intended, either the Quick Service or Basic DDP depending on the desired plan. Certainly the best situations to compare would be to get the Basic DDP instead of the Deluxe if one were looking at that. Ultimately it may not be worth it in this situation.
