If it is raining in Nassau can we disembark? What happens with excursions?

We have a Wish cruise on Nov 21st and it seems that will be pouring in Nassau… while forecast can change (fingers crossed), I’d like to manage expectations of our family party (10pax)…

We have booked the excursion to swim with the dolphins (directly through Disney)… if it is raining I assume this is not safe? And then the excursion is cancelled on their end with no penalties for us, right?

Also if it is raining the day that we go to C.C can we still disembark or what are the usual procedures in that case?

I can't speak for Nassau, but on a cruise earlier this summer, we got off on Cozumel in the rain. Our catamaran snorkel/beach excursion continued as normal. It was a little weird lining up on the pier in the rain to board the catamaran, but once we got out and got to enjoying ourselves, it wasn't bad at all. I have also been out on Castaway in the rain, though it was just a light shower.
 
Just rain will not prohibit the ship from stopping at a port. If there are major waves that would make docking difficult or unsafe, port stops may be delayed or cancelled. If there is a risk of thunderstorms with lightning, water activities will be cancelled.

Sometimes Castaway Cay water excursions are cancelled due to rain or cold. I haven't booked water excursions elsewhere, so I don't know how often they are cancelled.

If Disney Cruise Line cancels an excursion, you will get a full refund. For privately booked tours, passengers would need to check the company through which they booked.

We have 3 small kids in the group, not sure if they would like to go out in the rain (or what the parents will say)… I’m the cool-aunt planner LOL

Just make sure the parents are aware there's no refund unless the excursion is cancelled. If the guest chooses not to go they still pay.
 
They will let you off if it rains at port. Your excursions on the other hand will depend on weather and tour operator.
