would I be able to swim in Storm Along Bay? Sorry if this is a dumb question, but I was not sure if SAB was only for guests staying in the hotel portion of the resort.

Yes you could,its ours too. Its one of the best things about BCV, my very best DVC hotel. Its the best pool I have ever seen.

YES, BCV is the only DVC that allows you to use SAB.

Unless you use your points to stay at the YC. Then you could use SAB. But as a DVC member at BCV, you also can use the Dunes Cove pool right near BCV. It's a nice leisure pool.
