If I buy 3 park ticket can it only be upgraded to 3 park annual pass?

If I buy 3 park ticket (so I can see Volcano Bay) can the ticket then only be upgraded to 3 park annual pass instead of a two park annual pass?

If you USE it at Volcano Bay, it can only be upgraded to another ticket or pass including Volcano Bay.

If you buy it but don't go to Volcano Bay, I believe you can upgrade it to a 2 park pass / ticket.
