Check on the Disney site where you can apply for the card right there. I think that there is a way to use the card right then to put your deposit then call and add the free dining since your trip is now on the Disney visa. I know I have done that on amazon to save money on a purchase.

My Disney Visa email said that it would be released to the public on July 27th.
