If Disney built a new WDW in the Middle East what would you want included if money was not an issue?

As a shareholder, I think it will make a ton of money and I'm happy for that. As someone that could face prison time and six figure fines for being who I am, I wish they would have chosen somewhere else if they really felt the need for a new park. I feel the same way about the China parks.

I know next to nothing about Abu Dhabi, why would you face prison time?!
 
Because I'm bisexual. Any homosexual acts are punishable by prison time.
I think the norms are very different for tourists/tourist areas, though, from what I've read. Women don't have to cover up, wear bikinis at beaches, etc. I think they're trying to make those parts big tourist destination before oil money runs out.

Of course, doesn't mean I would be comfortable either, they have a lot of work to do still. But Americans aren't the target audience, the "700 million people with Disney affinity not reached by Disney theme parks" are. I think a lot of them are in India, New Delhi is only 3.5 hours away and that's a lot of people. And those folks don't go to the China parks, there aren't even direct flights from India to China at the moment. We'll see how this pans out.

Whether the laws are equally applied is somewhat irrelevant. The fact that they are in place at all is what would stop me from going. Same reason I don't go to Jamaica. While homosexual activity is illegal, it's a law not really enforced. Still not a chance I want to take.

Yeah, I don't think most Americans are. Either it'll be for the uber-rich or for middle class people from the Middle East and India. Likely a combination of both. I have been to Dubai and while one can have a fun time, it's so far for us in the States, the flight-time is brutal unless you can afford business class seats.
