The Mulan villain is named Shan Yu. Frolo, or something like that, is the villain in the Hunchback of Notre Dame. Do the Hyenas count? Jaques Von Hamsterviel, and for a period, Gantu, are villains in the Lilo and Stitch series and four movies. Jumba is reformed during the movie. Sleeping Becca has a pretty thorough list.

I didn't count the hunting dog Chief since there are a TON of "lesser" villians...like Iago, Ka, Flostem and Jetsom, Pain and Panic, the Hydra, Madame Medusa's Gators, Lock, Shock, and Barrel, the hyenas etc.
