But is that the only entrance, you have to walk through City Walk to get there? If a taxi drops you off, where do you enter? If someone with a handicap sticker and can not walk far at all wants to eat at Bubba Gump or Emeril's, do they have to park in the garage and walk all the through City Walk?

The handicap parking is located in the garage but there are moving sidewalks all the way to CityWalk to help. If you are dropped off by a taxi, you will be at the main rotunda of the parking structure. You will still need to walk a short ways to CityWalk. You can also rent a wheelchair there. You might want to consider doing valet...if you are driving. It will put you as close to the entrance of CityWalk as possible keeping the steps to a minimum.
