There is no way to know until closer to the date. I would never book a trip expecting a discount if that is the only way you will be able to travel. If you are willing to pay the normal price, then, if there is a discount, all the better.
It seems that for most (off-peak, at least) times of the year that Disney has some discount or other going on lately. All sorts of factors go into whether or not similar discounts will be offered in the future.
For planning purposes, I'd suggest pricing out a full rack-rate package and then assume a 25-30% room rate discount. This will likely be on the upper end of package rates you'll see, though there's no guarantees, of course.
FWIW, Disney was offering Free Dining or other promotions for the off-peak travel periods even when the economy was roaring good. It's a way to fill their rooms when demand is traditionally soft.
They may still offer decent promotions in the coming years, but look for the time frame to be shortened to only the most off-peak travel dates, for example Free Dining or room discounts in September when most people don't usually travel, but not In October when the weather is better, schools have breaks or long weekends, and the F & W draws people.
