I just bought new American tourister Disney luggage

It is 28" but when we opened them - they seem huge! We fly SW and I measured them and they seem to be just under the 62". Anyone know if the wheels are counted in the overall dimensions? Or does anyone have them and used them without being charged extra? They are the soft kind not hard and we got them at a great price on Black Friday. Would like to keep but not if I am going to be hit with oversize charges.

I have one that I purchase in Disneyland and I've flown Southwest with it several time without issue. Checked, of course.
