Yes, there is still free ice cream (it is soft serve) Vannellopes sells candy and gelato from what I have heard from cruisers.
And Mickey Bars too are still free.
We just returned from our 5 day, 4 night cruise on the Disney Dream and they had ice cream soft serve stations on the ship as well as on Castaway Cay. All free.
Dinner includes the Mickey ice cream bar for free.

I've only been to Italy once and that was my honeymoon 10 years ago. Assuming I remember correctly, this is pretty similar. It also had the amazing presentation.
Furthermore, I had gelato and DD had ice cream. I thought the gelato was significantly better. So, I think the extra 50 cents a serving is worth it if you're in there.
