Disney usually doesn't have an 800 number for the general public.
407-W-Disney gets you to central ressies and also has an option for Dining.

We cancelled long distance and I do not have my cell phone here so I didn't want to call this and be charged a crazy fee for calling long distance. I will have to wait until tomorrow to call. I assume now that this 407 # is a long distance call.

I just got a skype account and did all my reservations etc using skype. I have used it heavily for business trips etc and I find the quality acceptable for what I need to do. They have a new $4.00/month for unlimited long distance calls as well.
