I cannot figure it out....

Can anyone guide me how to add a pic to my profile? I went to my profile and tried clicking on the blank spot where a picture should go and it tells me I don't have access/rights to do this??? I have also scoured all over my Profile page and cannot where to upload. I tried seeking help in the Q&A for newer members but cannot find anything. Any help would be appreciated!
