Human MASKED characters??

For Disney characters that are basically human, how do you think it's determined who will be a face character and who will be masked?

For example, the princesses or Peter Pan are human and are face characters but Captain Hook and Lilo are masked characters.

I think it would be so great if they had more human face characters. Actually a few years back I saw some pictures on the net of Mr. Smee as a face character, I guess they were testing it out or something but I can't find the pictures anymore.

Would love to hear your thoughts on this.

Oh just to add...the faeries from Sleeping Beauty in Spectromagic are masked characters but over in Disneyland's Parade of Dreams, the faries are face characters. Here is a picture.

i'm guessing that to some extent it has to do with the make up it would entail to get the look of the character that people are familiar with. to another extent i would guess it might be driven by weather that make-up could work well enough with multiple people (cuz it might work great with one but one can't be working 24/7).

seems like they go with the one's that are easiest to set up-the kids we saw doing aladin and jasmine were wearing just dark pancake makeup and then regular along with wigs, other princesses were pretty much just wigs and similar make-up. cruella was a wig with very exagerated make-up (but always a tall and thin cm). the person that looked the oddest to us on our last trip was mrs. incredible-she was wearing just a leotard and tights version of the costume which made her look human but then with that wierd cartoon head on top it just looked freaky
