HS Tier 1 Wait Times near Park Closing when HS closes at 8?

I saw some tips on how to develop a touring plan giving the new FP tiers at HS and one said to head to the Tier 1 rides near park closing for short waits. Is this still the case when the park closes at 8? That seems early enough that tons of people will still be in the parks? We're going in February and, like many, I don't want to commit too many FP days to Hollywood Studios if I don't have to.

The number of people calling it quits before 8:00 + the large amounts getting ready to watch Fantasmic! or Star Wars Fireworks seriously decrease the wait times near park close. It won't be walk on, but aside from RD, it will be the shortest waits of the day.
