Does that mean if you book your LL at 7am you typically have to wait until 11 (2 hours after park opening for your next one if it's a far one out), so if the park opens at 8:30 to the public you can book your next LL at 10:30?

It depends on what type of LL access you're talking about. If you're talking about ILL$, you can book up to two of those at 7am for whatever time you want of the available times offered. If you're talking about Genie+, you can book your first Genie+ at 7am. Then you can book your second Genie+ when you scan into that reservation OR two hours after the park opens to the general public, whichever is first. So yes, if you're at HS and the park opens to the gen pub at 8:30am (as it usually does), you can book your second Genie+ reservation at 10:30am...or earlier if you scan into your first Genie+ reservation before 10:30am.
