How would you book Feb "30th"? ...for a Sept 30th stay (at 7-month mark.)

Does that mean that March 1 opens up the window for making reservations for Sept 29 (in non-leap years) and 30 and Oct 1 for those making 7-month reservations?

Yes. And for the 11 month window, arrivals for January 29, 30, 31 and February 1 of the following year all open on February 1st.
