How to Obtain Best Emerald Club Rate?

I've seen a number of posts related to National Car Rental's Emerald Club, in which people say they have made a reservation and then been able to get a lower rate at some later date, before their trip.

How do you do this?

Do you actually go into the EA web site and price out an identical ressie?

Yes,m in fact that is what I did today for my trip in 3 days and my trip in Dec. Was unable to get decent rates for either with National. Had booked with dollar - but today National was much lower than last week?????????????
