no you need to ring Disneyland Paris Dining Reservation Phoneline. If you are in USA ring WDW in Florida and ask to be transferred. This way you avoid international phone charges.

It actually didn't cost that much to call over from Canada. I think dh said it was $3? when the phone bill came....
