Frankly, there truly is no 'best time' to see the animals. Firstly, different species are active at different times of day. Some may be more active early in the morning, while others are active in the late afternoons, etc.
As a side note, I'd also consider wait times as a factor for your Safari. The cue tends to load up very fast first thing in the morning, to as much as a 90-minute wait some mornings, where afternoons can be a walk on. For instance, I have seen folks, at times, returning with their FP in hand, generally not needing them by the time they do come back *shrug*
No two safari's are ever the same. As an example I may see the elephants all gathered right in front of the watering hole, then on the very next round they may be way off in the distance
