How to dress infants / toddlers?

Hi again! We are traveling to disney in September, and will be taking our 2 dd's, aged 8 months and 2 1/2 years. I have read that it is very hot that time of year, and am wondering about the best type of clothing for the little ones.
Tank tops / sundresses or tshirts and shorts? Tank tops are cooler obviously, but even with sunscreen, I worry about sun exposure. Any one have any good ideas or advice about how you have dressed your little ones in the past? Thanks in advance!
 
We take DN who is 2 and my thought is always that the lighter the fabric and the less of it, the better. We do load up on sunscreen (I get the bullfrog spray type because it is very easy to reapply-and quick). DN also wears a hat and kiddie sunglasses (which we got him used to wearing at home). :)
 
We're taking DS-10mo in Sept and are doing lightweight "romper" outfits, no shirt underneath. He is fair skinned (just like his mom and dad!) so we'll use lots of sunscreen. We also are taking our own stroller which has a good shade screen on it, so hopefully we can keep him out of the sun some by using that.
 

Last year we were afraid of over-expore to the sun with our children. With that said our children are bi-racial and 2 out of 3 are very fair, blonde hair blue eyes, light brown blue eyes and brown hair green eyes. After talking to the peditrician (yes it went that far) she told us to use a very high spf sunscreen and make sure that I apply it accordingly. And not to stress about it.
My daughter who was 11 months at the time was who I was most worried about, we dressed her in a tank top or onsie and a pair of shorts. Or at other times we would put her in some sort of sun dress. Don't worry just like another poster stated as little clothing as possible is the way to go. Just make sure that you use the sunscreen the way you are supposed to.And don't forget the sunglasses and hat. If you can get him/her to keep them on.
 
If you can't get them to wear a hat, sunscreen their heads! I've used regular baby sunscreen and sprayed it on, but i've also seen "scalp" spray as well, maybe at BRU?
