How early to arrive at the front gate?

We are going on Wed. 1/15 for my DD7 who will be turning 8 that day. Disneyland official hours that day say they open at 10am. What time might the City Hall open up to start processing the Birthday Celebration people? I hope the process doesn't suck up too much time. But if we can get there an hour early and start the process then, I would totally do it. Anybody done it yet? Thanks!
 
I am pretty sure you would need to go to the main ticket booths, not City Hall, with your birthday email (you need to pre-register at disneyland.com for the birthday benefits). If you are wanting a free ticket, you would get it at the ticket booths.

The ticket booths should open at around 9:00 am if official park opening is at 10 am. They will most likely open the turnstiles between 9:00 and 9:30 with Main Street being open and rope drop occuring at 10 am.
