How does DVC pick the Concierge Collection

Does anyone know how a resort gets on DVC Concierge Collection List? Are resorts on the Concierge Collection List also tied to DVC's contract with Interval International or does the DVC add places to the list whenever it chooses to?

when Disney first was thinking about this service they asked members to send in their favorite concierge (or might be First Class) hotel. So if you have one that you wanted added call Disney and see if they will. (if the hotel is willing to cooperate) be patient it took about 2 years possible 3 before we saw the finished product.
