There are programs like Shredder that can be run from a CD that will permanently erase the contents of a hard drive. If you want to have someone else use the PC, you can then reload the operating system from CD and you'd be all set.

Thanks for the info - I've got one just sitting in the closet I haven't done anything with - I guess its been there about 2 yrs.

A sure fire way to get rid of any info is to remove the hard drive from the computer and set it in a shallow pan of bleach for a few days. The bleach tears up the magnetic disks inside the hard drive rendering it useless.
After a few days, wrap it in newspaper and toss it out worry free.

When we get rid of an old computer we destroy the drive and then throw it out. We either smash it with a sludge hammer or drill holes in it.
