How do you enroll in the fastlane Program at Dollar?

We have an intermediate car with Dollar for August and the rate while not great is the lowest I have found. I thought it would be nice to be able to just pick the car up and get going if possible. I can't seem to register online for this or the EA with DC either. Any help will be apprciated.
