Similar concept (although I believe a much simpler application) to how the Dinosaur vehicle bumps, bounces, swerves, etc. even though the base of the vehicle isn't moving like that.
All you have to do is look at the track ahead of you as you come that part. The track itself goes up and down. I do not believe there is any further movement from the vehicle itself adding to it - just some simple hills in the track.
EDIT - I was curious myself so looked it up and apparently there is some slight motion enhancement at the front of the car but the ride track provides most of the bounce.
