How do water parks & more tickets work?

I read on threads where people say they have used all their park tickets, but still have water park tickets left. How can that be, unless the 14 days have not passed yet?
How does it work? If you get a 5 day WPAM, do you have 5 one-day park entrances and 5 one-day water park entrances?
I know you can't go to more than one park unless you have a park hopper (can't buy extra days instead of a hopper), but can you go to a water park in the AM, then go back to resort, change, and go to Epcot, for example? Using a water park and a park entrance on the same day.

One way they may still have WP&M tickets left is from the old non-expiring tickets. If you bought a 10 day MYW ticket w/WP&M and NonExpire, those 10 WP&M tickets are good forever. So if you only went to a water park once a trip, you could just bring that ticket with your for 10 trips. I have a ticket that we used all the major gate admissions on, but none of the minor gate admissions, so I don't expect to have to buy water park admission for quite some time.
