He does not appear for most of dinner (his last appearance begins at 5:20) so I would book lunch for the best chance. He also does not appear on Sundays. Also, I would suggest that you prepare your child for the possibility of disappointment, because Remy can be temperamental. If he breaks down, he won't appear.
 
There is no way to ensure that you will see Remy. He is not a costumed character like Mickey or a face character like the princesses. The best you can do is book your meal about half an hour before he starts one of his rounds and be seated at your table. If you are in the bathroom or not seated when he comes to your table he will not return and you cannot go up to him.

As a PP mentioned, he's a highly sophisticated audio animatronic figure that could have mechanical difficulties at any given moment, so it's best not to promise your son that he'll see Remy.
 

As the pp have said, it's not guaranteed since it's not a character meal. He was "on vacation" for a few weeks (that's how our server put it), when we went in September. I was glad I had not mentioned it to my kids, otherwise they would have been asking about the rat the whole time, instead of eating their food.
 
Make a lunchtime reservation. Ask for a window seat on the far side of the restaurant.

Then wave outside to Marie as she goes to and from her breaks! :)
 
As others have said, there's no "guarantee". We have seen him every time we tried, by booking an ADR about 30min before one of the appearance times listed on Steve Soars' site (http://wdwent.com/). Good luck! :goodvibes
