Yes. But it's not quick. Bus from CBR to MGM and boat or walk to Dolphin from MGM. Walk time from MGM, 10 - 15 minutes. Other option is bus from CBR to DTD and bus to Dolphin. I would not recommend it. Walking is an option, but not recommended, especially if you're not up to it, have small children or are dressed up for a convention at the Dolphin.

You can do it, but it will involve having to go another to another park or Downtown Disney first and then catching a bus to the Dolphin. I would probably catch the bus to MGM (closest park to CBR) and then take the boat to the Dolphin.

You could always just use a taxi. If there aren't any right at the entrance just ask the desk to contact one for you. They are usually waiting out in the parking lot for a call. We did this last year to get to the sports complex and I think it was around $15.
