Hotel shuttles to Port Lauderdale with kids

I know there are paid shuttles from our hotel (not the pricey DCL hotel) to the port-- but do little kids need a carseat? Or is the law more like with coach buses? We have a group of 9, including 3 kids (age 2 to 7) so I'd like to know our options? I guess same question applies to free shuttle from airport to hotel.
I'm not opposed to rideshare, but then we'd for sure need carseats and would have to split up.

Flying in, so may have carseats vs cares harness for the younger two.
I don't usually travel with kids.

In Miami, our hotel shuttle for the airport and the port did not require car seats in 2022. Since it's the same state, I would guess it would be the same.

Florida child car seat laws are governed by section 316.613 Fla. Stat. Below are the basic legal requirements for car seat use:

• Infants and toddlers from birth through age three must be in a separate carrier device or a manufacturer’s integrated child seat.
• Children four years old through five years old to be in a separate carrier device, an integrated child’s seat, or a child’s booster seat.
• Children 6 years old and older the option of continuing to use a booster seat or begin using a regular seat belt.

Shuttles are usually some type of bus, no seatbelts for car seats.

It looks like buses (not school buses), that you pay for the service, do not fall under the seat belt requirement.
It is written by lawyers and doesn’t just spell it out with examples such as “not required on shuttle buses,” but I don’t see a lot of car seats being drug around by tourists.
Specifically, look at this part:


(2) As used in this section, the term “motor vehicle” means a motor vehicle as defined in s. 316.003that is operated on the roadways, streets, and highways of the state. The term does not include:
(a) A school bus as defined in s. 316.003(45).
