Hotel occupancy vs. park capacity

I've read that Universal is opening more of their hotels in Dec. Are they limiting the number of reservations they take by a little? How can they limit park capacity, but fill up those hotels? As they open more hotels do they increase capacity and number of people allowed on rides? Worried the lines at Christmas will actually seem worse than usual now.
 
Yes, hotels are not being filled on every room and every floor and you are not guaranteed entry into parks, but given priority. If park is at capacity, you will wait in a separate line to gain entrance. I think they are opening Portofino because people are wanting the express pass option during holidays. It has already been announced that Surfside Endless Summer is closing up at the end of December and Dockside will be the only "value" hotel open besides Cabana Bay. It will be interesting to see if all 3 higher tier hotels stay open after the holidays.
